Dr. Abhijit Mitra

Dr. Abhijit Mitra is the Vice Chancellor of Pandit Deen Dayal Upadhyaya Pashu Chikitsa Vigyan Vishwavidyalaya Evam Go Anusandhan Sansthan (DUVASU), Mathura—a premier institution encompassing the College of Veterinary Science and Animal Husbandry, College of Fisheries, College of Dairy Science, and College of Biotechnology. A veterinary scientist, policy leader, and academic administrator with over three decades of experience, he has significantly contributed to animal breeding, genetics, biotechnology, and animal health policy in India and beyond.
Previously, Dr. Mitra served as the Animal Husbandry Commissioner, Department of Animal Husbandry & Dairying, Government of India, where he also functioned as India’s Chief Veterinary Officer (CVO) and Chairman of the Animal Welfare Board of India (AWBI). He also served as Chairman of CCSEA (Committee for the purpose of Control and Supervision of Experiments on Animals), guiding national animal ethics and welfare standards.
His leadership has been central to developing and steering policy frameworks and standards, including:
Minimum Standards for Veterinary Institutions across India.
Guidelines on Blood Transfusion and Animal Blood Banks.
National strategies on disease surveillance, vaccine development, and livestock productivity.
One Health and AMR mitigation frameworks including Standard Treatment Guidelines.
Securing a $25M G20 Pandemic Fund for India’s pandemic preparedness.
Dr. Mitra has also represented India globally as Chair of the FAO-APCHA (Animal Production and Health Commission for Asia and the Pacific), Head of the Regional Advisory Group for PPR eradication in the SAARC region, and as India’s focal point for disease notification, veterinary products, and communication with the World Organisation for Animal Health (WOAH).
As Director of ICAR-Central Institute for Research on Cattle, Meerut and ICAR-National Research Centre on Mithun, Nagaland, Dr. Mitra advanced cutting-edge research on disease resistance genetics, reproductive genomics, and transgenesis. With more than two decades of postgraduate teaching experience at ICAR-NDRI and ICAR-IVRI, he has mentored numerous doctoral and master’s students, strengthening India’s veterinary science capacity.
Dr. Mitra continues to champion a sustainable, innovation-driven livestock sector that enhances farmer livelihoods, advances animal welfare, and addresses global challenges like AMR, climate change, and food security.
